Description
Agent 1: A Sceptile last seen masquerading as the ambassador. Kinda sleek, sorta athletic-like. He’s missing a tail and should have a bruise on his cheek. We ain't got a whole lot of Sceptiles in the city, so he should be easy to pick out in a crowd, but watch it - this one’s quick to get into fights, and he’s probably the most dangerous of the three. He’s been observed utilizing the Substitute technique and attacking' with berries, so keep an eye out for fruit vendors where he might be stocking’ up on ammunition.
A MERIT will be rewarded to teams who can find some way to draw him away from crowded places before going in for the catch.A collaboration between me (AyaneYeti ) and Zackypenguin
Our respective applications: Error & Chandro
I'm doing a hybrid for the first part, but she's doing a comic~!

Chandro
“Well, the target’s not gonna just jump in on us!” The little Riolu whined in sheer boredom. The noon sun was inching its way upon their heads and it seemed fruitless to wait as countless civilians streamed by them. Yet, they stood absolutely motionless at their spots, with the adamant Liam observing the flyer in hand.
“It couldn't be. I'm certain that he’ll be lurking around here-”
“-and clearly there’s been a mistake. C'mon, we gotta get him before he gets his butt kicked by someone else!” Rocky interrupted, tugging on the lamp’s arm.
“Y’know, it would do you a whole lot good with an extra dose of patience.” Liam sighed, reluctantly giving in to the overly enthusiastic Riolu.
Rocky rolled his eyes dramatically and laughed, “That’s for you to know and not for me to care~!”
Error
The clattering sounds of hooves and feet on the golden concrete sparked excitement in the young Pichu.
“A.. r-real marketplace! Oh, what fun!” The endless folks’ conversations seemed to drown out his slightly shaky voice. The town’s marketplace buzzed with warmth, exactly like he imagined it to be! He just wants to run along, slithering beneath the towering folks, and simply soak in the wonderful atmosphere.
“Not so fast, young man.” The ominous shadow had his claws on the rash child. “We’re here with a purpose.” With that, the banette shoved the flyer in his face, smirking gleefully.
“That’s the 36th time you've told me, Rufus! I know what I'm here for, and I am looking...” Will grimmed in dismay. Rufus could be such a spoilsport at times!
“Glad you understand, now will the good sire please...?” Rufus stretched out his large claw, with Will’s paw obediently resting upon it. It wouldn't be wise if they ended up separated after all, would it?
Beads of sweat clung stubbornly on their faces. Well, at least for the young one. Given Will’s size, it would've been a breeze to maneuver around the crowd if not for the burdening ghost.
They both knew that the Banette had the speed and agility, but they had also silently acknowledged his laziness that greatly crippled it as well. Amongst the sweltering weather and sticky (and gross!) skins of the neighbouring strangers brushing by, the icy-cold claw of Rufus was the only thing that he had to keep his irritation sealed.
That was pretty much the only thing he liked about his ghostly mate.
“Weather’s too harsh on the ol’ me, I’m afrai- WOAH!” The sashaying banette was sharply hurled through the crowd as his lead ran furiously. Rufus barely scraped past the crowd and was bolting along with the Pichu.
“Target spotted at 1 o’clock! Look, that nasty nut is making a break out of town. It’s do or dieeEEEE!!” Will made a leap of faith, as time seemed to slow in the ghost pokemon’s eyes.
His calculative mind began to whirl rapidly; it was a difficult estimate given that they were a tad far from the rightfully wanted Riolu, and without a boosted jump, it was near impossible to land within its vicinity.
The kid fell in slow motion as dread washed over Rufus; another futile attempt, it seemed.
Within seconds, Will curled as his body ricocheted off the ground, and with his tail as a lever, he managed to crash into his target, much to Rufus’ surprise.
“YOU’RE UNDER ARREST, BUTTERFEET!” The young one bellowed, holding a strong grip on his left ankle.
“YOU MESSED WITH THE WRONG RIOLU, KID!” The thrashing Rocky gave a swift stomp with his free foot on the black tail, causing the Pichu to yelp in pain.
Then, Will kicked his other ankle in retaliation, “If you think I’m that silly to believe that you’re not the imposter, then you’re-”
“-absolutely right. He has no Iapon accent, Will.” Rufus spoke sternly, picking up his team-mate with ease, releasing the surprised Riolu. “I’ll apologise for my team-mate’s impulsivity, do forgive him.” The young Pichu hissed at Rocky while staying perfectly hidden behind Rufus. He wasn't the brightest crayon in the box, but he could tell he was mistaken. Yet, he would not give the Riolu the satisfaction.
“Damn right, he’s wrong! I, Rocky, will be the one to capture the wanted!” Rocky jumped up, puffing up his chest with pride. He paid no mind to his slightly hurting ankle, who knew the feisty kid had such fire within?
“My my, that’ll just boost his ego.” The Lampent shook his head, as he approached Will, “Are you alright, little one? His stomps can be really dreadful.” Liam asked softly.
“I think it’ll be fine.” He replied, equally softly, sensing little threat from the contrasting team-mate of the Riolu.
In that instance, both teams could tell that they bore no further harm. There was a brief silence as they stood staring at two pieces of the same flyer lying on top of each other.
“We’re Chandro; Rocky’s the Riolu and I'm Liam.” The Lampent introduced calmly, with a little bow. Another friend was always better than another foe after all.
“Pleasure to meet you. We’re Error; I'm Rufus and this child would be Will.” Pleasantries were exchanged, and Rufus could tell Lampent was on the same frequency as he was.
As they were about to chat, commotions could be heard from the nearby cart stall. The two teams eyed the stall suspiciously as they stood motionless. There were three things that caught the Lampent’s and Banette’s eyes. Firstly, it was a pretty colourful stall, with intricate patterns carved along its wheels and poles. Secondly, the word ‘Berries’ splashed messily across the shelter of the stall. It was misplaced to say the least, but at least it brought attention. Lastly, the owner was unusually large, and had a … stump for a tail.
“Bingo…” Rufus murmured under his breath.
“They say he's a fighter.” Liam added, as they both slowly strolled closer to the scene casually. The other two merely tagged along, each still with murderous intent towards the other.
“It’s too risky, too many people might get blown up too.” Red orbs stared into yellow ones.
“Indeed, but I'm sure you've got something up your sleeves at this point.” Liam grinned, tilting his lid lower.
“Fair enough. Toxic’s my best bet; that’ll get him for a bit.” Rufus’ claws moved restlessly.
“Allow me to Hex it up then.” Liam surveyed the surroundings. It was comparatively quieter than the centre of the marketplace and it seemed ideal for the execution of their plan.
“The problem is how to lure him…?” Rufus questioned.
The Lampent crossed his arms, “I've got that covered. We’ll need those two to edge it up though.”
“Don’t sweat the details. Look at those two, they’re down for anything!” Rufus chuckled. Sure enough, the bickering duo were looking intently at the two mature ones, ready for action.
It was extremely stuffy with the hooded Will, but he’ll have to make do with it for now.
“So whaddaya hafta sell?” The banette spoke, thick with a foreign accent. It was strange, even for Will to hear, but it sure gave off a different impression. They could both tell that the thief was clearly flustered.
“Take your pick of berriessss, ain't no hurry.” The sceptile remarked, trying to use a higher pitch to hide his obvious Iapon accent. Wouldn't be wise to distinguish himself from the folks after all. Darn it, of all times? He still had another bag of berries to rummage through before he’s fully stocked up with ammunitions.
The pair smirked, trying painfully to hide their intentions. Two can play this game. “Oh, won’t you be a dear to pass me that Oran berry? That’s all I’ll have, how much would that be?” Rufus kept up his image of a ‘elderly commoner’, and he must admit, he was doing a good job so far. He usually hate to run his mouth but he was spewing plenty to draw the culprit’s attention. By picking the furthest berry from him amongst the variety, the Sceptile had no choice but to attend to him. With a swift grab of it, the Sceptile stretched to pass the said oran berry.
“We’re having a discount… whatever, sssso just take it and leave. Free of charge.” He hastily shook the berry in Rufus’ face as he tried to return to his main task. It was no time to fool around, especially with the special order to capture him and his men.
“My my! I insist on paying, Mister.” With a quick grab of the oran berry, the Ghost pokemon subtly planted a ball of purple goo in his outreached palm. Upon quick realisation, the Sceptile quickly retracted his hand. Unfortunately for him, the violet circle exploded into a cloud of smog, as Rufus swiftly Shadow clawed up the entire stall to further aggravate his situation.
“Now!” Rufus’ cry sliced through the din of the crowd, initiating a chain of events like a domino string. The situation wasn't entirely ideal with most of the villagers’ attention centred towards them. They relied on the crowd standing still, and the shout was enough to pause them, to stay in motion as the other half of the operation came into play.
The Sceptile felt queasy from the Toxic attack Rufus had handed him, but now he felt the unease grow stronger. Endless whispers ran circles around his head, and felt a strong urge to look up into a certain dark alley. As his breathing became harsher, his eyes focused on a circle of faint purple. A pair of yellow eyes shone through, searing into his.

Rocky barrelled out the dim alley from under the purple haze that was Liam. Using his full speed potential, he rammed right into the cringing Sceptile, toppling the larger pokemon over and using his momentum to roll with the lizard away into the opposite alley.
They settled into a cloud of dust, grime and bits of paper and berries flying. The Sceptile struggled, pushing the smaller Riolu off of him.
“You idiots!” He squawked, stumbling back to his feet, keeping an eye on Rocky. He reached into the bag that held all the berries he managed to snatch.
“You think it wassss that eassy?!” he hissed, and aimed. This was not the end, he still had a chance! He could, he could... He just needed another shot-!
The air crackled and fizzed. The momentary sound stopped the Sceptile’s actions, which was all that was needed for the surge of electricity to hit him squarely. Lightning shot out from Will standing at the alley entrance. The sensation jolted painfully through the Sceptile’s entire system, tearing away his consciousness.
FRIED LIZARD!
The semi-conscious Sceptile sat against the wall, tied up with lots of rope. Triumph was written all over Rufus’ face and boy, was he glad!
“Well, that’s one for the whole team!” Rufus exclaimed gleefully, crossing his arms in satisfaction.
“Indeed,” Liam chimed. He casts a glance at the younger counterparts of each team. They were still bickering over who was the better of them both. He sighed.
“Do you suppose they’ll ever get along, Rufus?” Liam asked, crossing his thin metal arms, “I sort of like our impromptu team-up. It could prove useful in the future.” Rufus shrugged in response.
“Hey, kids be kids. So long as they ain't burning down the town I guess a little bickering is good interaction.”
The Pichu and Riolu were now tugging at each other’s ears, disregarding their height differences. For the older ones, it was truly an interesting sight to see.
“Yes,” Rufus reaffirmed, “they’ll get along just fine.” Liam casts a modest nod.
