Ironically Horses aren't the fluffiest or softest of animals. Used to have a neighbor with one. Coat was a bit rough. Always tried to eat my sleeve.

I can actually imagine humans being really cuddly for ponies.
We find animals' fur to be soft and warn; they probably would like our skin because it's smooth, no fur running on fur, and it may be cool to the touch.
That, and we're practically designed to hug things if you haven't noticed.
