Shitty sketch is shitty:
That kind of pose would be super :3 Probably those proportions, too, if that's alright. (If you're feeling lazy I don't care if you use that as a base, and if you'd rather do it 100% yourself you can do that too, doesn't matter in the least to me ^^)
As for the animation, just a little whisker twitch is fine. And then maybe like once every three cycles of the whiskers twitching, a little blink.
(In regard to the whiskers, if you don't mind, I'd love it if you just drew them outside the line of his head, like I did in that sketch, as opposed to showing one line from his muzzle all the way out. Does that make sense?

It should be do-able, the only issue might be the size of the file for the animations. I can pretty much fit around 6-10 frames in an icon (if the colors are fairly simple) to keep it under the 15kb limit, so I may have to reduce the cycle of whisker twitches (which takes up 2 frames per cycle) if you want me to add a blink animation (5 frames) in (which would also raise the total cost by $3 >3<;; )
The whiskers should be no problem
