The scene is from the Pokemon Anime Series, "Season 2 | Episode 44 - Wherefore Art Thou, Pokémon?". In this episode, two Nidorans fall in love and because their masters hate each other, they cannot be together. Yes, it is inspired by Romeo and Juliet. I remember this episode when it aired for the first time. It felt kind of odd, but it was cute! XD
