The uniform itself was an original design by him, nothing really changes in that one. I only remake the armor to my own taste but hopefully it's not too far off from the original either.

Actually, the uniform itself is the actual 29th century uniform seen in Star Trek: Voyager. The white belt is from Star Trek: The Next Generation's "Yesterday's Enterprise" episode.

I think making my version of your original uniform might give a different look on your character.
People should try that more often.
The background was more of random, I colored the back with grey and black then using light blue as highlights to make it brighter.

But what brushes and techniques did you use to make the backgound, and at what settings?

I used the water color brush and spread the color as evenly across the screen as I can first, then make highlighting layer above the previous layer to shine up the parts I think needed to brighten up.

The layers were on normal and the hightlight is on screen or soft light. Opacity is 100 but it can vary depents on how "visible" you want the background to be.
Many have asked me to make tutorials, I did make some small ones but I'm not sure if I can demanstrate the idea.

Maybe with the background if you want it more crystalized you could also put more of a pattern with it instead of like it is and then shine it up? ~Just adding to my earlier comment~
