Well... let's see it in this way: that's Bowser Jr. wearing a brand new bandanna before drawing his trademark mouth on it.
I know that you meant this particular sprite you see, but using the fact that Bowser Jr. and Baby Bowser are identical even with their voices and also using a bit of imagination, you can still make it work!

wrong that's baby bowser (bowser as a child) not bowser jr (his son) you can tell by the blank bib jr's hasΒ a monster mouth drawn on it

Well, they are quite the same, so if it was Bowser Jr., it would be almost like this. Also, did you ever thought if Bowser Jr, before having his trademark bib, had this blank bib instead? Since we never saw the origin of this bib, you could actually seeing Bowser Jr. trying the old bib from his father or getting the bib for the first time, before drawing on it.
