it looks like your using a smear tool, but it looks like your slicing the picture with a paintbrush with a really short brush (hard to explain)its like if you took a really small paint brush and painted with it dry, like without too much paint on it...
i really hope this isnt the effect your going for because if it is, i just made a total ass out of myself...
