I hope interpreting 'necromancy' this way is okay, his ability to 'raise the dead' only extends to being able to bring back people whove recently died in spirit to talk to them, basically. He's not powerful enough to actually raise the dead for good.

The twin spirits are two ghosts he managed to bring back semi-permanently. They have to stick within about half a mile of him to stay 'alive', but are often out and about causing mischief. Vice seems to be able to speak to them, although to others they just make strange chiming noises. The twins are very playful but severely protective of Vice.

The reddish transformation is essentially ??? cosmic sensory overload??? when the world of the dead gets too noisy for him he overloads. He can usually see this coming ahead of time when his markings start turning too orangeish and he gets a headache. If he just takes a break and some me time he's usually aiight.
