In this scene, Tom Cat and Jerry Mouse (as Matt Hooper) persuade John Smith (as Chief Martin Brody) to let the cut open the shark to see what's in its stomach to confirm if it is the shark or not but Mayor Charles Phlegmming (as Mayor Larry Vaughn) tells them that they can't cut open a fish and not going to stand as Rudy Kangaroo's parts spill out all over the dock.
