So, I guess I'll critique it.
I love this icon, and it's really beautiful ^^ There are some pixels (from what I can see) randomly around her head, so if you could remove them, I think I would.
The blinking is stellar! The whole icon is very nicely shaded and carried out.
I would make her hair more curly, because right now it just looks like little balls starting to become curls... maybe it's just me.
I love the shirt part! It matches the cute little flower in her hair very well and it all just matches together.
If you could, I'd change the hair color, because it kind of blends in and matches with the skin color.
Other than that, it's gorgeous! (:
