I made it, actually. It's pretty easy.
Obtain:
-A plain, green jacket with no hood (we bought ours at American Apparel, but it was like 40 bucks, which is ridiculous)
-Iron-on tape
-White ribbon
-Some plain black material (I cut off the bottom of my Kevin shirt)
-White iron-on numbers (which will fall off all the time if you don't glue them, the jerks)
Cut two (matching) appropriate lengths of ribbon (jacket shoulder to hem) and place them where you want them, side by side to make a thick stripe, and then cut corresponding lengths of iron-on tape. Iron on the stripes shiny side down.
Use a glass or a water bottle or something to use as a stencil and cut a black circle out of your material. Use the iron-on tape to make that stick where you want it, making sure you adhere the edges especially well, and then follow up with the numbers.
The arm is a pain in the ass to do, so make damn sure you can get the stripes to connect end to end before you iron those godforsaken bastards on.
That's pretty much all, though you should use some clear nail polish or fraycheck to keep the ends of your ribbon from fraying. It's not particularly difficult, I mean, I pretty much winged it from the get-go, but it's lasted an entire year so far, with everyday use as well as cosplay. It also looks amazing on camera, not to brag or anything. Cough.
