Of course it doesn't exist there. But there are stereotypical guys and stuff. This tells everything about the personalitys of the characters.
So Weiss is the cliche of a german noble.
Sun Wukong is the cliche of the chinese monkey king.
They got german and chinese names to show that they are stereotypes.

Ya'll took my comment far more seriously then you should have. That said, Monty Oum (may he rest in peace) was very serious about his characters NOT being "German" or "Chinese" or anything else we have in the real world. From what I've been told (second hand admittedly) when he was confronted about this by someone his response was effectively "Because Fuck you". This was important to him. So you really, really shouldn't read or expect too much from these so called "stereotypes", atleast not the ones you are getting from their names. After all its 'W-ice Sh-Knee' and not 'Vice Sh-ch-nee'. And Yang Xiao Long is a natural blond.

It's about there personalitys and not about there hair colors and stuff.
More about there character abilitys and there lifestiles. Yang uses typical asian martial art styles with her science fiction fists.
Weiss got racistic prejudices against beastman, european swordstyle and the serios side of a German.
The most characters are stereotypes and this is not a accident.
Look at Roman. He is a perfect Copy of Alex from Clockwork Orange.
