Portrait of a Young Man (the base image) by Alessandro Allori Actually, I honestly don't know. If I had to guess, I'd say belongs to whoever runs or funds (I have no idea how these things work) the museum in St. Petersburg it's displayed in. (Thank you, TinyVoices7)
I have no idea who made the original painting (or what it's called for that matter), or who made the “Shit’s on fire, yo” edit, but those two things belong to their respectful owners.
TwoKinds and the character Flora belongs to Tom Fischbach .

Well, I'm assuming it was MS Paint based on the ‘sharpness’ of the speech bubble and the lack of transparency around the edges/the fact that you can still see some white on the edges of Flora.
Also, thank you for the information on the painting.
