You just post it in the “Chat Friendly Emotes” category. It automatically becomes available for searching in the community emoticons bar, by both name and tags. Oddly enough, it doesn't really say this anywhere. I just guessed how it worked, and it did!

oh ok. but suppose I add a comment and when I click "add media" and type the name of my artwork will it show up? because when I click add media and typed rarity yours showed up but it did not say rarity in your artwork name. Your artwork name is "Emotipony Starry-eyed" and does not say the word rarity in your artwork name

I'm not actually sure if it shows up from name alone; I assume it does, though. The reason I shows up when you type “Rarity” is because that is one of the tags I gave it (the words with # proceeding them; there's an option to add them when you submit a work).
