Haha! Actually, Entei along with a whole bunch of other legendary pokemon have the same 3% catching rate. Same as Mewtwo, legendary birds, etc..
But it is a tricky guy to catch for sure.. seeing as it flees from battle every time. This is when you have to put strategies to the test (prevent escape, etc..)!!
