Naw, Scout's got a New England accent, it all really depends who raised you as to what accent you'll get. The NYC accent is very similar to Boston, I'm from NYC and I pronounce everything the same way scout does! So don't feel bad, lol, Scout's got the generic NE "tough city guy" accent, it's ALMOST identical to [the true] NYC accent!
Bawston and New Yawk cen be very simileh.

The Scout's from Boston
I read his bio on the official TF2 Wiki. It says he's a baseball fan from Boston, Massachusetts. Anything on wiki.teamfortress.com is from Valve, so that's where he's from. (And I guess it helps that I live an hour south of Boston and therefore know what a Boston accent sounds like)
