Yep, it's Hetalia.
From left to right, it's Germania and Grandpa Rome. Roma's the one that appears in the beginning of some episodes. Germania hasn't appeared in the anime yet, which makes me sad. He's the ancestor/grandpa of Prussia, HRE, and Germany.
