here we have goumon did subject lucy to tickle torturing. That is by smearing lucy's defenseless feet with salt water. Goats love to lick salt water, giving lucy sensations she never felt before. Don't worry, no flesh will be shaved since goumon will only focus on tickle torturing lucy. Each time the goat's tongue dries, he will smear lucy's feet over and over with salt water. XD.
Those chains that held her along with natsu and happy are called seal stones. It seals away a wizard's magic. So all natsu and happy can do is to watch in horror as lucy was being tickle tortured XD

It still bothers me as to how the original creator of this anime did not even allow the goat to give at least one single lick onto Lucy's beautiful feet after all the feet shots and the goat inching ever so close with his tongue hanging out. If cartoon characters were real both sides would've been disappointed as well as the goat really wanted a taste of Lucy's soles and Lucy wanting to be tickled into oblivion. Deviantart artists should take control of the Fairy Tail anime and give as many tickle scenes for Lucy as possible.
