Could you please, instruct me step by step?
I see base color, and suppose, sparkles are added by luminosity, but f.e. step from 2 to 5 - what and how exactly you did this?
It would be grat, knowing whole thing step by step- what to do on which (and what kind of) layer?

Hi, from step 2 to 5 which do not have any captions, it's just an normal layer above the step before
In details:
Step 2: Add a normal layer above layer 1, pick a darker color to shade around, then use blur in the bottom of the shade circle.
Step 3: Tick "Preserve Opacity" in the layer of step 2, use Airbursh to spray a darker color.
Step 4: Draw a bubble in the upper part, pick a middle tone color (darker than layer 1, brighter than layer 2)
Step 5: Use the same color as base layer's, draw stuffs (not too many)
Step 9 (addition): Delete the line of eyeballs, then use Blur around that shape. Color the lines and add more sparkles
