I did this really breifly just to let evernyone know how I make my anime eyes. I am an extremely lazy person, so this is a fast and lazy way to make them.You can use this technique in Painter 9 or photoshop.

Thanks. I found out that it is a lot faster to start with the darker color. That's the opposite of what most people do. But I'm so lazy I choose what's the fastest.
