Between the 1970s and 1990s the downtown saw a massive building boom as corporations built shiny new office buildings, and many of the local parks still sport decor and sensibilities from that era. During the Occupy Wall Street protest of the 2000's there was briefly a camp at this park. Wilmington is the headquarters of many banks and corporations, so it makes sense.
