Matriarch Rana was born as a daughter of a Vash-Afrai, Jarima T’Naya, making her inherit her mother’s base characteristics: unusually tall height and overdeveloped breasts, features shared by all “T’Naya Girls”.
Known in her maiden years as Rana T’Naya, she was an exodic dancer on Omega, just before Aria T’Loak’s rise to power. Some suggest they might have had some sort of a relationship, but Matriarch Rana has publicly denied such allegations.
It was during this time that she received a body-mod injection to further increase her breast size a few cup-sizes. However, her body overreacted to the injection, causing her breasts to overgrow their initially desired dimensions. She quickly adapted to her situation, and has taken a liking to her new assets.
During her matron years her youngest sister, Avira was born. However, Jarima did not survive her birth, dying at the age of 1154. For reasons unknown the remaining family decided that Rana should raise the young Avira. About fifty years later an incident revealed that Avira was a Vash-Afrai as well. She was later employed during the 7th Expansion Wave, establishing a colony on Illium in 1674 CE. Rana helped her with business arrangements and she eventually became a representative of the new settlement. It was this position that started her career as an ambassador, representing Illium on various other worlds, such as Kar'shan, Rannoch and Sur'Kesh.
This career choice made her well-connected and somewhat wealthy in her matriarch years. However, she felt that the title is too formal, and adopted the unofficial nickname “Ma’ra”.

Well if Blizzard has a character designer who likes muscled women then I don't see why can't Bioware can't have a writer who likes enormous breasts.
