In Greece actually. We don't exactly have the climate for palm trees, but we do occasionally plant a few miserable ones in our parks nonetheless. This looks deceptively exotic, Planet Hawaii or something.

Yeah, it's ironic how the Doctor can travel anywhere and anywhen, but his surroundings on screen are always either computer-generated or somewhere in England, so palm trees look odd around him
