It's a free art program that is better than MS Paint.
One way to avoid nasty white dots is to make a new layer on top of the lineart and change its' layer mode from Normal to Multiply. Then color that layer as normal.

Hello, a while ago I adopted a velociraptor from you. I took a screenshot of it, but I've noticed that you've deleted the deviantation. It'd be wonderful if you could re-upload the file, but if not, it's ok (since I have the screenshot)
