It's a free art program that is better than MS Paint.
One way to avoid nasty white dots is to make a new layer on top of the lineart and change its' layer mode from Normal to Multiply. Then color that layer as normal.

I was reading your rules and regulations, and i was wondering, could i color a few of these and make adoptables and sell them for points? cause i saw it said for real money, but i wasn't sure if that counted as well for online currencies.

i wanted to color this on the paint.net painting program but i couldnt use the paint brush under it.

I don't use paint.net, so I can't say for sure what the problem might be.
You can get the same effect as coloring under the lines by making a layer on top of the lineart and setting it to Multiply.
