It's a free art program that is better than MS Paint.
One way to avoid nasty white dots is to make a new layer on top of the lineart and change its' layer mode from Normal to Multiply. Then color that layer as normal.

I adopted a Raptor colored to this, so I really wanted to ask if you would be alright if it were used in a little webcomic... based on your description and comments, doesn't seem you'd mind, but I'll ask anyway just to make sure since it's technically your design.
