Photoshop CS4 or Photoshop Elements depending on what computer I'm using.

Haha the Adobe came on my iMac when I bought it, and Elements came with my tablet.

Aww damn, that's lucky. I only got MS Paint on my PC at first. -_-; And my tablet brought ArtWeaver, which is a free program anyway... plus, it's german and not so well-known. I can't find anything on it without googling in german. \( รฒAรณ )/

one question, how do u do the line art (step 2)?? that has ALWAYS confuzzled me.

I just drew the lines in a new layer over the sketchy lines and turned down the opacity of the sketchy lines.
