"Unlike the other Gears, I knew he wasn't completely mine..."After being defeated by Sol, Justice retreated into a nearby forest to die in peace.
Surprisingly, a comforting hand had touched Justice in her final moments. She thought that one of her underlings would never return after his new-found freedom. Without her however, Testament was without direction. He knew she was fading, and so, he asked for her final commands. Knowing exactly what had to be done, she told him. Then breathed her last.
...Kind of a prelude to Testament (and Dizzy's) story in Me & ~Biigurutwin 's story Guilty Gear: Genesis. We'll be working on & posting this story eventually... hopefully...

Well, it's not that Tesu doesn't like wearing pants... those are just torn remains of his Holy Order uniform... and it's not like a Gear such as him can just waltz into a store and buy some new clothes 
At least that's Arc explanation why they wanted a crossdressing character in their game
