Sona was born in Ionia (presumably; she was left at the door of an Ionian's orphanage), she grew up as an orphan until a Demacian woman heard of her and the ethwal, and adopted her.
Sona is Demacian by adoption. Look at the colours of her dress in her default outfit (Demacian colours), listen to her quotes: "A symphony of justice!" "Order through music!" "Accurate, like a metronome!", "Shall we resolve this dissonance?". She speaks of justice, order, things being straight and square; those are Demacian values.
