Ben (my OC) is at full power after transforming into his superform (like Super Sayian (from Dragon Ball Z) of course. But Ben is a human. Not a Sayian).

Full power occurs after regaining their ki and puts them at maximum power. It increases both power & speed. Although it won't last long enough if you use up too much power (like doing projectile attacks and big attacks like the kamehameha in the Dragon Ball series.) or it has it's limits.
