For pixels I use GIMP 2, since it's easier than Photoshop (in my opinion) to export animation. It's also, as far as I know, a free program

I downloaded GIMP today, and yes it is free! I will have to learn how to animate though.

The program was pre-installed onto my school laptop as I got it, so I was a bit unsure about that. But that's good news!
It did take some time before I got the hang of animation, but with a little bit of practice and
a look through the various tutorials here on deviantArt, it should be possible to get a grasp of it
