I have no clue as to how the former anomaly came to fruition, though I might have an idea with the latter. This is a direct signification of the unnatural plasma haven taken over the genetics that created his new form. It likely traversed to unradiated areas, due to its viscosity and aptitude of melding with blood, and by extension, bloodstreams. This would explain the anomaly due to the fact that bloodstreams typically move toward the brain. The species resulting of the experiment still confuses me, but I will study the genetic construct and make further alterations for the next experiment.
