I used adobe after effects to animate it, than rendered a png sequence and coverted it into a gif through a gif converter website. You can do this with sony vegas if you have it or a gif editor should have a couple of effects that you can do on a still image. As for animation I use clip studio, I haven't mastered flash yet but Im sure you can animate on the macromedia version (it's pressure sensitivity works best out of most pirated versions). Render anything you animate on it and export as a png sequence and then covert it to a gif. You can do everything in sai too, but requires a lot of patience and a bit of knowledge in animation, I'm unable to animate on said but plenty do it!
