That one is simple.
Just duplicate your render (picture/image without backgrounds) then apply outer glow. (if you don't know where outer glow is, right click on your layer, then click BLENDING OPTIONS)
When you're done apply gaussian blur at 5px with layer opacity between 40-70% (try and experiment to see which % suits you more)
Then apply Radial blur, select "zoom" instead of "spin)
Once everything is done, you might want to duplicate that "effects" layer one more time, but this time the layer opacity should be at 20-30%.

It is an awesome panel, I mean who the hell DIDN'T freak out when he first saw this. Aizen and nuts do not match well on the same sentence!
Awesome colouring...the only thing that buzzes me is the eye colour. A black or a white would fit better
