I know this is not an easy question to answer, but how do you paint? is it mainly with the opacity to get the wispy colours and use of the motion blur filter to get some of the movement?

It also depends on the brushes you are using. In this example, I used Hard round brush, but to get a more smooth feel, I adjusted the flow and opacity of the brush tool from the tool options bar (This is if you are using Photoshop software). Yes, you are correct in the motion blur. But In this example, I used Iris blur.
