There isn't actual plot behind this, it's merely an upgrade requirement.
In another words, Mandarine got wasted (This happens a rather Long time after the current plot I have going on sooo.. yea) and snoot booped a rondom wyngro in the Rattle's Rest who was just as wasted as her. She mostlikely will remeber that interaction only with a blur...
