for an animated one you will obviously need some kind of animating software, i use jasc animation, but there are lots of free ones available.
when youve got the software i'd suggest grabbing a stamp template of deviantart somewhere and then just fill in the stamp and upload it

I love old and new, but people always pick on him because of is cheery and humble attitude which is wrong because this character always puts a smile on my face.
