Sooo....
Let's begin with the face.. and some proportions. This is basic!!

For the front view:
First imagine or draw a circle that will represent the head and a couple of lines that will be the side of the cheeks and they will be joined to make the chin.
So in the plain front view, the face can be divided into three sections:
1. from the root of the hair, to the base of the nose
2. from the base to the nose to it's tip
3. from the tip of the nose to the chin

Keeping these proportions is BASIC for drawing a human face. But you can play with them afterwards, since there are tons of styles within anime... but let's keep to the basic.

The Eyes will be located in the second section of course... but keep in mind it's size... because the width of the face will be almost the size of four eyes placed all together in row..
Between both eyes there is a space, which is the space of a single eye... and there will always be a space of a half eye from the outer of the eyes to the side of the face.
(sorry my english is bad but please see the drawing to understand)

The width of the nose: it's a little bit smaller than the eye, but it can be practically absent depending of the kind of nose your character have. BTW I like to draw nostrils!

Mouth: you can choose where to place it.. but generally it's in the middle between the tip of the nose and the chin. It can be located a little bit down or up (depends of your liking). I like to draw lips to my characters!

Ears... uhm it's size its variable in anime... but their lenght goes from a line coming from the eyebrows to the tip of the nose. You can decide to make them a little bit smaller or bigger... but not too much and always between that space.

With practice you don't actually draw all those reference lines... you'll get used to it!

I always seem to have a problem getting the head shape to look symmetrical. One side (Right side) of the jaw line looks weird compared to the other side.Β

It's just stuff that I've learned from here and there, it doesn't shows the more efficient method, but that's the basic stuff. Also works for realistic art in a sense
