I must suggest, however, that it's implied that out of countless nasty hellholes, Arstotzka is the best one.

On TV Tropes, it is suggested that the reason everyone moves to Arstotzka is because the neighbors are far worse. This world must be a far more screwed-up place than ours... and who knows if this part of the continent the nations are located on is the only one which is so screwed-up?

It's really good, though of course it being a "spot the discrepancy" deal, it's not something for everyone. But the story is really good!
