I'm posting the second picture as I said I would. I made Rouge look a bit different this time because I felt like trying that out. It looks pretty interesting....Now to work on other stuff.

As for the question... I horizontally line selected by every other pixel in the drawing then did whatever effect I could used to my liking. I'm pretty sure I only just adjusted levels here, but you could try other stuff to with this sort of thing as well.
