Done by the now returned and rejuvenated , we kick off her return with the beginning of a comic that had been placed on hold for a while. Her role is a blend of things. From being the primary scientific/voodoo affiliated lead in magic research, to a downright classy diva of the fashion industry to a kind and loving lead veterinarian and expert on animals in both knowledge and care. Being a mare of multiple mares she is able to go around and participate in managing if not contributing to the many talents of her former selves in a manner that always presents her something to look forward to doing.

So the districts are primarily based on towns/cities/ etc.
There are the Ponyville, Crystal Empire, Phillydelphia, Cloudsdale, Manehattan, and other towns and cities inhabited by ponies basically.
Though the empire extends further mutually through other equine related species/territory as mutual zones that can be prioritized and shared. Such as the areas pertaining to Zebras and Donkeys/Mules, Hypogriffs/Sea Ponies and Kirins. Overall making a rather diverse realm of equines to all collaborate and maintain an empire of such a size. This on top of maintaining mutual and beneficial relationships with other races/species is paramount to their policy.
With that being said leadership is a mixed bag. In places like Canterlot King and Queen (technically Emperor and Empress if using their alter title) Speedy Hooves and Galaxia. The Crystal Empire is managed by King Calm Merriment and Queen Motherly Morning. Ponyville (Now elevated to a city status) is managed by King Righteous Authority and Queen Fresh Care. Other cities and towns comprise of elected officials selected by the populace at the end of their terms to manage an Equestrian parliamentary body politic. The other royals have largely reserved themselves in places of secretary and management status (say defence, education, housing etc.) alongside their fellow alicorns.
