Not necessarily.
The potion is meant to be personal if not close range purposed only. Not to spread uncontrollably with what amount has been seen. That and it is magic so apart from those immediately affected within its short vicinity it wouldn't affect ponies far put or further. Tis a controlled spell binded potion for a reason as opposed to a free moving magical bind.
