Less a curse and more of a spirit finding a new host to reform in it's appearance. Though it does not control the body, allowing the victim complete control over their new body.

No, because the dragon ghost/spirit was removed from her body it reversed the form of the victim back to their original form. Basically Twilight is back to being a normal pony.
