The shading reminds me of traditional art, so i even checked if its in that medium XD
Interesting background, i like abstract things :3
As for the character, it looks very cool, snake anatomy i think fits well with dragon one. Lovelie details. Also like the electric stuffs around character!

okay, so after much staring, squealing, and gawking with alarming sound effects, I have concluded this is the most awesome rendering of any of 13's beautiful booties, ever u_u
BECAUSE SERIOUSLY LOOK AT THIS MAJESTICNESS D:
I'm so seriously dying over here this is too dang awesome
the detail in this is just sublime~! it's like you can just feel the heat of the electricity, and hear the crackling and snapping of the jolts coming off him ;3; the background, though I certainly wouldn't have expected it, looks fantastic with the picture, the hazy slate and cyan compliments the golds wonderfully, and brings a nice sense of unity with the other cool colors~ and GOSH that shading awwwhhhh~~ it's perfect~ like ABSOFREAKINGLUTELY perfect~! ;0; and those horns and teeth aaaaahhh!!! *SCREAMING* EVEN MOAR PERFECTION D:
