I use Macromedia flash 8 Pro. Same one they use for the show... In fact, I downloaded it because one of the animators for MLP-FiM told me about it...

Actually, It wasn't too bad! ¥13,000 at a local computer store! (about $120)
Supposedly, you can do more with adobe flash, it just tends to run slower unless you have a really fast mac...

The biggest thing to remember initially when animating is to 1: Convert all your drawings to symbols, (that way they can be motion tweened)
and 2: ALWAYS use layers. For every moving part, you need a layer! The rest kinda just falls into place once you master those things. There are some pretty good youtube tutorials out there to get you started. Good luck!
