It's based on how good the bug is/looks, level, and encounter rate if I remember right. So the more damage you dish out, or status you give it, the "worse" it is. So, a full HP, rarer encounter like Scyther, would win outright.

I think health matters too. Catching a pokemon with full hp gets more points than weakening it to 1hp.

I think this rating system does also have to do with the healthy of a Pokémon....
healthy weedlye > almost dead scyther

I have no idea. I think the health of the caught Pokemon has to play a part in it. I once lost with a Scyther myself.

And actually, I believe the rating system is based upon how many hit points the target has. So a full-health Weedle would beat out a beaten-down Scyther.

Also. How the rating system works in the national park I believe goes by Level, rarity, and how much damage was inflicted on it. I think you would have taken first if Yamaraj hadn't been dealt as much damage to have been captured.

The score earned for a given Pokémon in Generation II is the sum of the following:
4 times the max HP of the Pokémon
The stats of the Pokémon
16 points if the Defense IV is odd, 0 otherwise
8 points if the Attack IV is odd, 0 otherwise
4 points if the Special IV is odd, 0 otherwise
1 point if the Speed IV is odd, 0 otherwise
1/8 of the current HP of the Pokémon, rounded down
