When Toulon escaped from custody, he broke into a morge and stole a piece of Elsa's fleash and made a new formula and animated the doll he gave to her. At first, she moved slightly but couldn't get up or anything until Toulon put a leech into her mouth and Elsa Toulon was reborn as Leech Woman, the only female puppet of the group, she has the ability to regergetate leeches onto her victems
