This picture depicts a common scene prior to Todd's escape from St Kilda. Since mutants are not considered "human" they have no rights. They can be imprisoned without trial if it is deemed "in the public interest." Todd was handed over to the government by his parents when he was just seven. By this point, he's spent half his life behind bars, imprisoned in a desolate prison camp on a small island 60 miles from the Scottish mainland. Todd has severe discipline problems, often fighting with the guards. The guards at St Kilda make no distinction between the age or gender of their prisoners, all of them receive the same punishment beatings.

"Disciplining" a random prisoner every now and then is thought to be a good way to keep the inmate population under control as well as a great way to break in a rookie guard. Todd is unfortunately a common choice for these initiations. Even though he is the youngest inmate, he is the most unruly and provides the best way to dissuade rookies of any notions of human compassion. This rookie guard forgot to bind the boys ankles after hanging him from the ceiling by the wrists.
