I can answer that question. The armor is suppose to resemble a skeleton because of his nickname 'The Ghost of Katarr'. He is a Miraluka. An humanoid species that is born without eyes ,and Katarr is their homeworld if I'm not mistaken.

Visually, I think I like this design more than any other fan-made Star Wars character I've seen.

Character is for a role play that takes place in the Old Republic era during the Great Galactic War. Β He's a Miraluka (hence the blindfold) and he is with the Sith Empire.
I won't get into his whole backstory. I designed him to wear white to invoke the ghost, spectre motif. Glowing green eyes, flowing white cape and all that.
The lightsaber belonged to his father, a Jedi (hence the blue blade). He has a second saber (not shown/attached to the back of his belt via magnetic strip) that belonged to his mother, a Sith apprentice.

With his hood up and eyes glowing on the helmet, he's supposed to look like a ghost, a spectre, etc. Spooky and intimidating.

But it suits so well here. A Sith Lord wearing white, with a blue Lightsabre, which is usually seen on Atris from KOTOR 2.
