In HetaOni, at one point Italy dies. England uses his magic to turn back time and bring Italy back to life, he exchanges his own life for the spell to work. If you take the time to watch Hetaoni Douga you'd understand it better. it's only about 10 min long and it wraps up pretty much the whole Hetaoni saga in a giant song XD.
